Public Works


The City of Baldwin’s Public Works Department is responsible for all street repairs, the maintenance of public facilities suchas parks, buildings, water and sewer lines, right-of-ways and general public services such as debris clean-up (small brush and leaves). For more information about services, to report street “pot holes” or water main breaks, or to request general assistance from Public Works please contact City Hall. In case of Emergencies, such as road blockages or collapse, sewer leaks and/or flooding due to water main breaks call 911.

City Services

Utility Services


The City of Baldwin offers water and sewer utility services to our citizens. All water, sewer and garbage service is billed the month following the usage of service. Payments and requests for service can be made at City Hall from 8:00 AM to 5:00 PM, Monday through Friday.

Applications for new service can be obtained at City Hall or downloaded from the City’s web-site. The City requires a copy of the applicant’s driver’s license to establish service, along with a refundable $100.00 deposit. The deposit is refunded when the account is closed and any unpaid balances are deducted. Deposits are not transferrable to another address on the system.

Citizens and businesses are strongly encouraged to make monthly payments by the established monthly due dates. Any payments not received by the 15th of each month will be assessed a 10% late fee.

In the event of non-payment of the past due amounts by the 5th of the following month, services are subject to disconnect. A $50.00 reconnection fee will be assessed to any account once it is scheduled for disconnect. All past due amounts plus the $50.00 reconnection fee must be paid in advance before service will be restored. Disconnection for non-payment may require the posting of a deposit before services are restored.

Garbage Services


All residences inside the city limits are required to participate in garbage pick-up services. The City charges $12.95 per month for pick-up inside the city limits, which is included on the monthly water bill. Non-city residents have the option to participate in areas where service is available. The monthly fee for outside city garbage pick-up is $15.95.

 

Brush and Leaf Pick-up Services


The City provides all residents with brush and leaf pick-up services the first Monday of each month. The brush must be 4 inches or less in diameter, no longer than 8 feet in length and placed at the street curb. All leaves should be bagged and placed by the street curb for pick-up.

 

Cemetery Services


The City owns and operates a cemetery located at the intersection of Park Avenue and Ivory Drive. For information on plots, please call City Hall at 706-778-6341.

 

Licenses & Permits

Business Licenses

All businesses located within the city limits must obtain an annual business license in order to legally operate in the City of Baldwin.  Applications can be downloaded here or be picked up at City Hall.  Failure to comply with this law can result in the closing of your business and/or civil/criminal penalties.  Business licenses are distributed according to S.I.C. code.

The business occupation tax (licensing fee) is based on a sliding scale of the number of employees within the business.  A summary of the Tax Table is listed below:

Beer & Wine Licenses

The City of Baldwin requires that any business that sells alcoholic beverages, whether by package or by drink, be licensed by the city. Applications for a new license or renewal of existing license can be obtained at City Hall or by clicking here. All licenses must be renewed annually in January of each year. Annexation, Construction Permits, & Zoning Activities

The City of Baldwin requires that all construction and development activities within the city limits be permitted prior to such activity beginning.  This includes permits for residential and commercial construction/building activity (structural, electrical, mechanical, plumbing, gas, swimming pools, demolitions, etc.), certificates of occupancy, annexations, rezoning requests, mobile homes and signs. 

Please note that beginning work prior to the issuance of permits will result in the city issuing a Stop Work Order and a penalty of double the permit fee will apply for each required permit.

Animal/Pet Registration & Licensing

The City of Baldwin has a leash law in effect that requires all animals and pets be restricted to the owner’s property when not on a leash. Citizens are required to annually register all pets with the City of Baldwin (at City Hall). The City has an active animal control program, and registration of pets will aide staff in locating owners of lost or injured animals.

 

Applications for pet registration can be downloaded here or picked-up at City Hall.  There is a $5.00 fee for pets that have not been neutered or spayed and a $2.00 fee if they have been spayed or neutered.  Applicants must provide proof of
updated vaccinations.

Yard Sales


The City has established a four per year limit on the number of yard sales that can be held by a resident. A permit must be obtained at City Hall prior to holding the yard sale, and it must be posted visibly on the premises during the yard sale activity. There is no fee for the permit.
